WASHINGTON (CNN) -- Rep. Patrick Kennedy, son of Sen.
Ted Kennedy, said Thursday he was apparently disoriented by medication when he crashed his car into a barricade on Capitol
Hill overnight.
Rep. Kennedy said in a written statement late Thursday after media reports of the incident
emerged that he had returned home after the final House votes around midnight Wednesday and taken "the prescribed amount"
of sleep aid Ambien and an anti-nausea drug.
The Rhode Island Democrat said that drug was Phenergan, "which in addition
to treating gastroenteritis, I now know can cause drowsiness and sedation."
"Sometime around 2:45 a.m., I drove the
few blocks to the Capitol complex believing I needed to vote," he said. "Apparently, I was disoriented from the medication."
He
added, "At no time before the incident did I consume any alcohol" and said he would cooperate with any investigation.
Kennedy,
39, was not injured in the accident, and he said his was the only car involved.
Kennedy said police drove him home
after the crash, but that he did not "ask for any special consideration."
The elder Kennedy, a Massachusetts Democrat,
said he had no comment.
A top law enforcement official and an official in Congress said Capitol Hill Police witnessed
the accident, and they reported that Kennedy was the only one in the car.
A statement on the police Web site said,
"The United States Capitol Police are investigating a traffic violation that occurred in the early morning hours ... in the
100 Block of C Street, SE." They did not identify who was involved or provide other details.
The two officials said officers at the scene reported seeing the car swerve before the crash
and said Kennedy appeared intoxicated.
There was no indication from the sources that a sobriety test was given
or that an arrest was made.

Despite
being a Texas native, a registered voter and holder of a state driver's license, a decorated Marine has been denied lower
in-state tuition at a community college because he spent too much time out of the state while serving two tours of duty in
Iraq.
Carl Basham says he was shocked when personnel at Austin Community College told him a few weeks ago that he
didn't qualify as a Texas resident "for tuition purposes." Basham was born in Beeville, Texas, registered to vote in Travis
County in 1998, holds a Texas driver's license and does his banking in Austin, the Fort Worth Star-Telegram reported.
"They
told me that I have to physically live in the state of Texas for at least a year," Basham told the paper. "It kind of hurts."
"[The admissions officer] said, 'It's really your military service that's holding you back,'" she recounted. "I couldn't
believe those words came out of her mouth. He's always Texas this and Texas that. It's always been his home."
Ironically,
the news has been full of reports of states eager to make illegal aliens eligible for in-state tuition rates. This effectively
makes illegal aliens – lawbreakers, by definition – more welcome at places like Austin Community College than
American citizens who serve their country honorably in the armed forces.
According to the report, Austin Community
College officials were unable to specify why Basham isn't considered a Texas resident, only that he didn't meet state requirements
as determined by the Texas Higher Education Coordinating Board. A spokeswoman said privacy laws prevent a discussion of Basham's
case.
In-state tuition at the college is $500 per semester, compared to $2,600 for non-Texas residents.
Two
state officials are decrying the decision.
Just when you think you have heard every stupid, bureaucratic, red-tape,
government nonsense story in the world, along comes a Stalinist institution like the Austin Community College to show you
there is no depth of injustice to which the uncivil non-servants will not plunge.
